The US government was supporting Saddam Hussein during and after the gassing of the Kurds at Halabja in 1988, gave him more money after this incident, and sent a delegation to mollify him after this incident.

The US also had been, both before and after this incident, the major supporter (supplying the weapons) of the Turkish government's violent ethnic repression of Kurds in nearby Turkey, which included driving entire villages of Kurds from their homes by means of US-provided helicopters.

Powell's own government, the US, was not supporting President Hussein during the time that the text says Iraq was committing atrocities against the Kurds. Nor was the US supporting similar atrocities against Kurds elsewhere.
